AMBASSADOR LOCKE: Thank you very much, Bill. It’s really a pleasure to be with all of you today as we engage in this “Select USA - Invest in America” Seminar. I also want to thank Executive Vice Governor Wei for his remarks along with his great hospitality, not just for myself, but Governor Rick Snyder and his delegation and the many representatives of our states from America.

I also want to acknowledge and thank Governor Snyder for his participation in bringing a large delegation from the great state of Michigan to Sichuan.

These types of visits significantly strengthen an already strong, mutually beneficial commercial and cultural relationship between the United States and China.

I also want to thank Director Xie Kaihua and the Sichuan Provincial Department of Commerce for their efforts in organizing today’s events and for their ongoing support of our Select USA program. And we thank the Sichuan Provincial Expo Bureau for including today’s event as part of this year’s Western China Expo, a program that showcases the rapid growth of China’s western provinces.
我也要感谢谢开华厅长和四川省商务厅为了组织今天的活动所做的努力及他们对我们的“选择美国”项目的持续支持。我们也感谢四川省博览局把今天的活动纳入今年中国西部博览会的一部分，这是一个展示中国西部各省的快速发展的项目。
Let me just say that I’m very happy to be in Chengdu again today. This is actually almost my tenth visit to the city. My first in 1988. It’s a city that never fails to amaze me for its pace of economic development and the rising standard of living for the residents of this great city. The very successful economic growth over the last ten years has put Chengdu squarely on the international map and drawn the attention of companies from all around the world. As Vice Governor Wei indicated, almost half of the world’s Fortune 500 companies have operations or offices here in Chengdu or in Sichuan.
我很高兴今天再次来到成都。这实际上几乎是我第十次访问这座城市。我第一次是在1988年。这座城市的经济发展速度以及这座伟大城市居民们的生活标准的提高，总是让我大吃一惊。过去十年的非常成功的经济增长已经把成都明确地置身于国际地图之上，并吸引了世界各地公司的关注。正如魏副省长所指出的，全球财富500家公司的将近一半在成都或四川开展业务或设有办公室。
At the same time the rapid increase in income levels and the strong growth of Sichuan companies indicate that they are ready to go global and indeed to invest in America. It’s natural for these successful companies to look beyond home to grow, and we very much want to encourage them to consider investments in America.

Because America represents the world’s largest fully developed single country economy and the most appealing investment environment in the world. We boast one of the best educated, most productive and most innovative workforces around the globe.

The United States is open to new ideas, products and innovations. We offer strong intellectual property rights protection, open capital markets and a predictable and transparent legal system.

America ranks at or near the top of global benchmarks for ease of doing business. Because of this in 2011 the United States attracted some 227 billion dollars of foreign direct investment from all around the world -- more than any other single country in the world. We have Russian companies operating steel mills in America; Brazilian companies operating juice processing plants; German, Japanese and Korean automobile assembly plants in the United States.
在经商便利度方面，美国处于或接近全球基准的顶点。正因如此，2011年美国吸引了来自世界各地约2,270亿美元的外来直接投资 - 比世界上其他任何一个国家都要多。在美国我们有经营钢铁厂的俄罗斯公司；经营果汁加工厂的巴西公司；德国，日本和韩国的汽车装配厂。
Inbound investment is vital to United States economic growth and job creation, therefore attracting Chinese investment is one of my top priorities as U.S. Ambassador.

I want to make it very clear that America welcomes Chinese investment.
